Oak Bluffs Police Department
Chief of Police, January 13, 2003- To present
Reporting directly to the Board of Selectmen, with direct responsibility for the overall
management of the Department. The Department comprises 18 sworn full-time, 3 year-
round specials and approximately 12 additional seasonal officers. The operating budget
is 2.4 million and serves a year-round population of 4,800, 29,000 seasonal residents and
a total island-wide summer population of over 100,000. The Department is recognized as
a leader in its commitment to Community Policing and Problem Orientated Policing
strategies.

• President Martha’s Vineyard Branch of the NAACP.
• President of the Southeastern Massachusetts Chiefs of Police
Association (2008)
• One of the first police departments on the Cape and Islands to achieve
State Certification through the Massachusetts Police Accreditation
Commission.
• 2010 Department of Justice grant award recipient- totaling $287,000
for retention of personnel. Grant awarded on fiscal need and
Community Policing strength.
• Awarded a $280,000 Federal Homeland Security grant to purchase
and equip state of the art water borne patrol vessel for port security

efforts, which led to certified Port of Entry status for foreign registered
cruise ships by the United States Coast Guard.
• Numerous grant awards from the Office of Public Safety, Youth Task
Force, Farm Neck Foundation, NESPIN, and Target Corporation.

Oak Bluffs Police Department
Lieutenant, December 20, 2002- January 13, 2003

Reporting directly to the Chief of Police, with primary responsibility and oversight of
accreditation, training, scheduling, and discipline. Additional duties consisted of acting
chief, Narcotics Team supervisor, grant management coordinator, department budget
development, and overtime management oversight.

Accomplishments

• Achieved State Certification status through the Massachusetts Police
Accreditation Commission.
• Implemented the island’s first department-wide in-car video program.
• Instituted enhanced department evidence collection procedures, officer
safety efforts, as well as citizen complaint resolution process.
• Developed a training program on Problem Solving for the public.
Training was instrumental in educating stakeholders from the
community and regularly collaborating with them on Problem Solving
initiatives.

Oak Bluffs Police Department
Sergeant, July 2000- December 20, 2002

Directly responsible for line management of full-time and seasonal officers. Additional
duties consisted of training and managing department members in Problem Solving
techniques, training of summer seasonal officers, and supervising narcotics enforcement.
Accomplishments

• Developed a five-year plan for the Department as a member of the strategic planning committee,
which included implementing community policing efforts, technology improvements, and Core
Values.
• Implemented the Department’s first public safety day, which
emphasized the importance of bike helmets, seatbelts, and child seat
safety.

• Awarded Department commendations for successful grant writing
efforts that enhanced M.A.D.D., pedestrian safety, in-service and
specialized training and drug enforcement initiatives.
• Developed a 120-hour in-house training program for summer seasonal
officers to comply with state accreditation/certification standards,
commonly-known today as the “Oak Bluffs Standards” in the
accreditation community.

Also responsible for specific law enforcement response to community and Departmental
needs.

Oak Bluffs Police Department
Police Officer, June 1987 – July 2000

Served in various capacities and assignments within the Oak Bluffs Police Department as
a patrol officer.

Accomplishments

• Assigned as the first patrol officer to the Field Training Officer
position. Responsible for transitioning/training new recruit officers on
Department policy, safety, and community policing efforts.
• Designated as Department’s first certified Crime Prevention Officer.
Responsible for creating security surveys and CPTED assessments for
critical Town infrastructure, businesses, and residences. Developed
public safety response plans for Martha’s Vineyard Hospital, Martha’s
Vineyard Regional High School and Woodside Village elderly housing
to name a few.
• Performed additional duty as Department firearms instructor and
armorer.
• Served numerous terms as union President and Vice President, and the
contract negotiation team.
